The CLTdesigner currently requires Java 8 and unfortunately Oracle Java is making changes here.

With the current update (April 16, 2019) Oracle Java will no longer be available for free. In the future, commercial users who want to receive fixes, patches and feature updates for Java SE 8 and all subsequent versions will have to purchase a paid support subscription.

The last public available patch and update level of Java SE 8, which can be installed without a subscription, is the version 8 Update 201. This is currently still offered via the updater, the first paid version (Update 211) was released on April 16, 2019. Although Java SE 8 continues to be used free of charge without further patches, this may create a certain security risk.
